أثر الزكاة في علاج مشكلة الاكتناز

ملخص البحث: يناقش هذا البحث أثر الزكاة في علاج مشكلة الاكتناز، وذلك من خلال محورين: أولهما يُعنى ببيان مقاصد الزكاة والآثار العامة المترتبة على وجود الاكتناز، وثانيهما يُعنى ببيان الدور الذي تفعله الزكاة في الواقع العملي في علاج مشكلة الاكتناز، والآثار المترتبة على ذلك بما يحقق المصالح العامة والخاصة للمجتمع المسلم. ولقد خلص هذا البحث إلى العديد من النتائج والتوصيات، ومن أبرز النتائج أن علاج مشكلة الاكتناز يعد من واجبات الدولة المسلمة؛ إذ إنه يترتب عليه العديد من الآثار السلبية، والتي لا تقتصر على الجوانب الاقتصادية، وإنما تشمل الجوانب السياسية والاجتماعية والفردية، كما خلص البحث إلى أن الزكاة تؤثر تأثيراً عظيماً في علاج مشكلة ذلك الاكتناز؛ سواء في جانب الموارد، أو في جانب المصارف، ولذلك فإن التزام الدولة المسلمة بتطبيق الزكاة هو أول وسيلة فعالة لعلاج مشكلة الاكتناز.

وأوصى البحث أن تسعى الدول المسلمة إلى بناء اقتصادات قوية، وأن تبدأ في ذلك من المنطلقات الشرعية قبل العمل بالنظريات الاقتصادية الحديثة، ومن ذلك ضرورة وضع نظام فاعل للزكاة.

Summary: This research discusses the impact of zakat in combating compactness, through two axes: the first is concerned with explaining the purposes of zakat and the general effects of the existence of hoarding, and the second is concerned with explaining the role that zakat plays in practice in combating hoarding, and what are the implications of that in order to achieve public and private interests. for the Muslim community.

This research concluded with many results and recommendations, and among the most prominent results is that combating compactness is one of the duties of the Muslim state. As it entails many negative effects, which are not limited to the economic aspects, but include the political, social and individual aspects. The research also concluded that zakat has a great influence in combating that compactness, therefore, the obligation of the Muslim state to apply zakat is the first effective way to combat that compactness.

The research recommended that Muslim countries seek to build strong economies, and to start with legal principles before working with modern economic theories, including the necessity of developing an effective system of zakat
